An Owner's Engineer (OE) is an independent technical representative appointed by the project owner or investor to review, monitor and verify the work of EPC contractors and other project participants. Unlike the contractor's engineer, the OE's sole obligation is to the owner.
For utility-scale solar and BESS projects, owner's engineering is increasingly required by lenders, investors and off-take agreement counterparties as a condition of financial close.
